The space between galaxies was often large regions of no-man's land. Many called them "the void." The larger the territory grade in question, the more dangerous being trapped in this void was.
For example, it was relatively fine between Districts or Quadrants, but at the Galaxy level there was already some danger. Between Sectors, there was already no one in the Milky Way Sector that would dare to cross a void territory without a hyper highway and exceptional planning.
The fact Fowler was taking the chance of being lost in the vastness of space just to do whatever he was doing here was beyond Cassarae's understanding right now.
