She didn’t know how the Lowlands had chosen this building as a shelter site. In her past life, when she stayed at a shelter, she had never been relocated here.

She turned to Niko. “The top three floors–64 through 66—can’t be used for housing.”
That was her final compromise.
Niko thought for a moment, then nodded. “Fine. We don’t want any conflict between our people and the residents here anyway. The lower floors are enough.”
Through this talk, Caroline also learned something new. Apparently, one reason Niko had come armed earlier was because someone named Dyson had told him that Caroline’s group had emptied the food warehouse.
Dyson had apparently cried and told a very convincing story.
Niko brought him up now because he remembered Dyson saying he lived in Building B. Niko had tried to send people there before, but the routes into Building B were blocked, so they couldn’t get in. Things got busy, and he hadn’t followed up since.
Now he wanted to ask Caroline if she knew Dyson–or if she had any news from Building B.
Caroline frowned. So Dyson’s been stabbing me in the back, huh?
With a calm smile, she told Niko she didn’t really know Dyson and didn’t know much about Building B either. But then she tapped her chin thoughtfully and said, “By the way, Niko, have you thought about using Building B?”

Before the apocalypse, Caroline had coated Building A’s walls with anti–corrosion material, so its structure stayed mostly intact. Building B hadn’t been treated, so its walls were slightly damaged.
Still, the building was fairly new. It had been built with strong materials because of its height, so compared to the other structures nearby, Building B was one of the best preserved.
Niko turned to look at Building B in the distance, thinking it over.
Caroline pressed on. She said that since Building A and Building B were close together, turning both into one large shelter would make management easier and the base stronger.
In the end, she convinced him.
“You’re right,” Niko said. “The government will rescue more people soon, so we’ll consider Building B as part of the plan.”
Caroline smiled faintly and nodded.
Inside, she already had a plan. She hoped Niko’s people would go scout Building B. Something about that place didn’t feel normal. And since Dyson had tried to set her up, she fully intended to strike back.
So, the government’s decision to build a new shelter in Building A was settled.

As she stepped in, she noticed it was colder than her own unit–but still cozy enough.
